Joan Buchanan has been named vice president and general auditor, announced Dennis Lockhart, president and chief executive officer of the Atlanta Fed. Lockhart also announced that Dana Keeley has been named assistant vice president in the Retail Payments Office (RPO) and Mark Gibson has been named assistant vice president for the credit and risk management function in the Atlanta Fed's supervision and regulation division.
Buchanan has served as vice president, chief diversity officer and director of OMWI since 2010. Prior to that role, she served as assistant vice president with responsibility for the Bank's Equal Employment Opportunity program and corporate secretary functions and was secretary to the Management Committee, a position she assumed in 2008. Buchanan joined the Bank in 1996 as a bank examiner and was promoted to assistant vice president in 1998. She served in a variety of oversight roles in the supervision and regulation division, including officer over the consumer compliance function, administrative and business continuity functions, and information technology services. Before joining the Atlanta Fed, she worked at the Office of Thrift Supervision, the Federal Home Loan Bank of Atlanta, and the Federal Asset Disposition Association.
Buchanan earned a bachelor's degree in applied psychology from the Georgia Institute of Technology and completed the Executive Development Consortium Program for Senior Managers at Emory University. She serves as a board member for SafeKids Georgia and previously served as a trustee to the board of the Center for the Visually Impaired and the Technology Association of Georgia–Human Resources and Diversity Society.
Keeley joined the Atlanta Fed in 2015 as an operations director in the RPO. In that role, she oversaw RPO risk management, business continuity and internal training. Immediately before joining the Atlanta Fed, Keeley worked at Wells Fargo as an audit manager. Prior to Wells Fargo, she worked for 10 years at the Minneapolis Fed in a variety of areas, including compliance, Treasury Services, enterprise risk, cash services, and supervision, regulation and credit.
Keeley earned a bachelor's degree in economics and French from Valparaiso University in Indiana and a master of business administration in strategic management from the University of Minnesota.
Gibson has served as assistant vice president and assistant general auditor since 2013. Prior to that role, he served as audit director, where he oversaw the audit activities for the Bank's credit and risk management, financial statistics, information technology and retail payments functions. Before joining the Atlanta Fed in 2008, Gibson spent seven years at the Richmond Fed, where he started as an analyst and held positions of increasing responsibility including manager in reserve accounts then program director in Treasury Services.
Gibson earned a bachelor's degree in applied economics from Clemson University and a master's degree in information technology from the University of Management and Technology. He completed executive development programs at Harvard University and Stanford University and holds professional certifications in information technology, project management and anti-money laundering. He is a board member for the Atlanta Ronald McDonald House Charities and CobbWorks, an organization that promotes employment and education opportunities for the community.
The Federal Reserve Bank of Atlanta serves the Sixth Federal Reserve District, which encompasses Alabama, Florida, Georgia and sections of Louisiana, Mississippi and Tennessee.
